The case
In 1913, after the Chinese Republie had been recognised by the Powers, and was under a United lovernment, General Lung "hi-kuang de facto and de jure lovernor of Kwangtung, instituted extradition proceedings in Hongkong against this individual on a charge of having made away with Frovincial Government Funds. duly one up before the Courts but proceedings were subsequently
payment withdrawn on him by Thung of $110,000.00. It would appear that Chung Hsiu-nan, who was a relation by marriage of General Ch'en Chiung-ming, and who standa very high in his favour, recently obtained the post of Director of Transport in the Armies operating against Kwanghai, and that he availed himself of his military position and of the opportunity afforded by his Thies abзenne at the front to arrest Ch'er Tso-heng, aainst whom he cherishes a long-standing grudge in conreatior with the abovezer tioned extradition prone-dinga. m'en is by Thung 100used of having given information to the tradition Officer, sent to Hongkong by Jeneral Lung, which resulted ir 'hung's arrest by the Tolonial Authorities. In order to pay off this score he had Ch'en arrested, as you yourself are aware, insisted on his being shot as a dangerous spy, and 13 now in Kwanghai, where presumably he will put his own version of the case before the Tommander-in-Chief. In the absence of
any other definite charges or inculpating evidence, for which
I have pressed these last three weeks in vain, I can, therefore, only assume that Chung is secking to geprive Ch'en Tao-heng jof his liberty and life from his spirit of revenge.
